Council to Reinvigorate Oversight of the Fish Passage Center

The Council agreed to reformulate the membership of the Fish Passage Center's oversight board, ensuring that members have a scientific or technical background in disciplines related to the center's work. The Council's action responds to the recent 9th U.S. Circuit Court of Appeals ruling that the Bonneville Power Administration had erred in following non-statutory congressional direction to close the FPC and transfer its function to other entities. Council Urges Bonneville's Early Involvement in Fish and Wildlife Project Reviews

In a letter to the Bonneville Power Administration, the Council identified its concerns regarding the FY 2007-09 decisionmaking process. Chief among them is a request for Bonneville to be involved early in the funding review process. The Council also noted that additional policy issue differences should be resolved through regional discussion.
