September 2004 IssueCouncil Releases Its Draft Fifth Power PlanThe Council approved the release of its draft Fifth Power Plan for public comment at a September 22 meeting. The plan recommends actions the Council believes will help the region secure an adequate, efficient, economical, and reliable power supply. The Council recommends that the region invest in conservation and renewables; be prepared to construct new power plants by the end of the decade; and work to resolve key policy issues that could impede resource development. Report on the Council's Recommended Fish and Wildlife ProjectsThe Council's fish and wildlife project accomplishments are summarized in a report by the Columbia Basin Fish and Wildlife Authority. The report will help subbasin planners, fish and wildlife managers, and others to more precisely identify restoration and investment priorities for each subbasin. Avian Predation in the Mid-Columbia; Gulls and Mergansers Also Pose RisksDr. Julia Parrish, University of Washington, presented the findings (1.2m PDF) of a three-year study on the risks to out-migrating salmon smolts by bird predators at the September 8 Council meeting. The data suggests that gulls and mergansers also pose significant threats to salmon, along with the more commonly identified cormorants and terns. |
