Press release: Council appoints Doug Marker and Brian Allee to key fish and wildlife positions

Today the Council announced it has filled two key positions on the staff of its Fish and Wildlife Division. Doug Marker, an 11-year Council employee, was named Director of the Fish and Wildlife Division after having served in the capacity of Acting Director since October. He replaces D. Robert Lohn who was appointed Regional Administrator of the National Marine Fisheries Service’s office in Seattle.

Dr. Brian Allee was hired as Manager of Policy and Program Implementation, a newly created position that reports to Marker. Allee comes to the Council after serving as the Executive Director of the Columbia Basin Fish and Wildlife Authority for the past six years. Both Marker and Allee have extensive backgrounds and expertise in Columbia River Basin fish and wildlife issues.

One of the largest challenges facing the Council is helping guide the region’s efforts to develop subbasin plans for the more than 60 subbasins in the Columbia River Basin. The Council is coordinating its work with organizations and individuals throughout the Northwest. “The completion of subbasin plans is a monumental task that will require collaboration throughout the Basin,” said Marker. “Brian Allee’s strong scientific and management background, as well as his established relationships with many of the state, tribal and federal fish and wildlife managers in the region will be invaluable to us as we go forward.”

Allee’s work at the Council will focus on integrating subbasin planning with recovery planning under the Endangered Species Act. He will lead the Council’s implementation efforts at the policy level with the key regional interests, including states, tribes and federal agencies, especially the National Marine Fisheries Service and the Bonneville Power Administration. “The Council understands that the subbasin planning process will succeed only if all the regional interests are full participants in the process, and Brian Allee has a solid base of professional experience to head up that effort,” said Marker.
