Please find attached a draft document that provides background
information regarding the step review process and outlines proposed new
language that would address not only artificial production initiatives, but
also other capital projects (e.g. water optimization and screening). A draft
version of this document was presented to the Fish and Wildlife Committee on
July 17, 2001. Comments received from that presentation were incorporated. A
final version was presented to the Committee on September 26, 2001 and they
recommended that the proposal be forwarded to the Council.
The review process is intended to ensure fiscal responsibility and
provide checkpoints for decision-makers to ensure scope and intent are being
met. It is important to remember that the process is linked to the
developmental phases and environmental review of a project. The only cost
associated with this effort is related to the review by the ISRP.
The revision to the step review process is needed to reflect the new Fish
and Wildlife Program and the associated Technical Appendix. In addition,
there is a need to expand the review process to other complex capital
initiatives in the basin.
Staff would like to present this proposal to the Council at your meeting
on October 18th.
