This document summarizes:

1. the key issues involved in and underlying the Council's consideration and adoption of the Fifth Northwest Power Plan;
2. the comments of Bonneville, the Bonneville customers and others on the Draft Fifth Power Plan; and
3. how the Council responded to those comments and addressed those issues in its considerations on the Fifth Power Plan.

It also serves as the "statement of basis and purpose" called for in Section 553 of the Federal Administrative Procedures Act to accompany agency decisions on final rules. The Council follows the notice and comment rulemaking procedures of the APA in developing and adopting the power plan.
